Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: optimistic declarations are delivered from various governments. Immense energy is expended on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from across the border, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: possibly the incoming missile won't strike its target this time, preventing destruction from devastation and further power outages.
Persistent Threats
Soon after, a large-caliber weapon engaged a drone close by, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the bullets missed the hostile drone – it continued its flight toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on international aid – a reliance that European nations are demonstrably unable to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new proposal from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.
Strategic Calculations
It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is impossible to force Russia to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does nothing to deter Moscow, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but averting a total frontline collapse until situations evolve in its favour.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a just a single week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
